I get were you are coming from but the fact is many dental insurance plans will not cover a minor by themselves. You need to include an adult. We have one dental insurance that will write a minor which is though NationWide and for that you would need to write two different plans for each child.
We also offer dental discount plans where you can have the two minors but they are not insurance so if you required to pay for insurance getting them a dental discount plan may not count.
In the end cost wise you may be better off just getting an family dental plan including your X. She does not have to use it be cost factor may be better for you.

Two minor would not be able to be on a couple plan. If you find a dental insurance plan willing to have one minor on a plan like Nationwide Dental then you do need to write two separate plans for both children.
Nationwide is a good dental PPO plan but it does have waiting periods that you should review and understand. If you are reviewing any of our dental HMO plans then you would need to get a family plan. Since HMO plans are lower cost plans types compare to PPO the cost of a family plan for an HMO could be around the same cost of one PPO for a single person.
So I would not rule out having you X listed onto the plan. Review all plan options that way you can feel you made the best choice for you and your children.
